The 48-Hour Storm Clock: The Property Manager’s Playbook Before, During and After SnowLocal service details for Surrey properties

A winter storm should not begin with the property manager checking the parking lot and wondering whether the contractor is coming.

By that point, the operating plan should already be active.

A useful commercial property snow storm plan covers roughly 48 hours around the event: preparation before conditions deteriorate, active decisions while snow is falling, and follow-up after precipitation ends.

The goal is not to predict every centimetre correctly. Forecasts change.

The goal is to remove decisions that should never have been left until storm day.

Which entrance is cleared first? When does the contractor dispatch? Where can snow be stored? Who handles an inaccessible area? Who checks conditions after the first pass? What happens if temperatures fall after the snow stops?

A property manager who can answer those questions before the storm has something more useful than a snow-removal contract.

    They have an operating plan.

24 Hours Before: Build the Operating Picture

The day before expected winter weather is when small decisions have the highest value.

    Do a short site walk.

Check drains and catch basins. Confirm that planned snow-storage areas are still available. Look for delivery containers, construction materials, parked trailers or other objects that may have appeared since the winter plan was created.

    Confirm the Property Priorities

Identify the surfaces that must remain functional first.

For many commercial properties, that means the primary vehicle entrance, accessible pedestrian route, employee entrance, loading access and any emergency route.

Do not simply tell the contractor to “clear the property.”

    Give the site a sequence.

A lower-use parking section does not necessarily deserve the same timing as the walkway hundreds of people will use at opening.

Confirm the People Behind the Plan

Verify the contractor contact, after-hours property contact and person authorized to approve additional work.

Then confirm the service trigger and expected communication process.

If conditions change overnight, nobody should be searching an old email thread for a phone number.

This is also the moment to communicate with tenants or site teams if parked vehicles, delivery schedules or access restrictions could interfere with clearing.

The Storm Starts Before the First Flake

One of the biggest winter mistakes is treating visible accumulation as the beginning of the event.

Operationally, the storm may have started hours earlier.

The contractor is watching the forecast, organizing routes and positioning crews. The property manager should be doing the same with the site.

Move vehicles or movable obstacles where practical. Keep equipment access points open. Make sure waste containers are not occupying planned clearing routes. Confirm that priority areas have not changed because of a special event, late delivery or building work.

    Drainage deserves another look too.

A catch basin buried under leaves or blocked by an early snow pile can become tomorrow’s water problem.

The City’s current winter guidance specifically encourages keeping catch basins free of snow and debris because accumulated water can become dangerous if it freezes.

That is a useful commercial principle as well.

Think beyond what will happen when snow arrives.

Think about what happens when it melts.

During the Storm: Protect Access, Not Perfection

Active snowfall is where unrealistic expectations can undermine otherwise good service.

During a prolonged event, the objective may not be to keep every square metre perfectly bare. It may be to keep the property operational while accumulation continues.

    That requires prioritization.

Main entrances may receive repeat attention while remote parking waits. Pedestrian routes may need clearing more frequently than unused paved areas. Loading access may become critical before a scheduled delivery window.

Property managers should monitor exceptions rather than micromanage plowing technique.

Is a parked vehicle preventing service to an important area?

Has drifting returned snow to a cleared route?

Has a delivery truck blocked the planned storage zone?

Has traffic compacted accumulation at the entrance?

These are useful reasons to contact dispatch because they change the operating picture.

Limitless Snow Removal’s model fits this type of response through fast, reliable clearing, modern equipment and 24/7 availability. Scheduled plans establish priorities before the event, while transparent pricing helps managers understand what repeat service and additional response may involve.

    The key is continuity.

An active storm is not a sequence of disconnected contractor visits. Each pass should leave the property better positioned for the next few hours.

The Dangerous Part Can Start After the Snow Stops

The final flake is not the end of the winter event.

For many properties, it begins the next phase.

    Follow the Water

Once temperatures rise or treated surfaces begin releasing snow and ice, water starts moving.

Check the bottom of slopes, pedestrian crossings, catch basins, loading approaches and pavement near snow-storage areas.

A pile that caused no difficulty during plowing may now release meltwater across a traffic route.

If temperatures fall again, the location of the hazard may be completely different from where the original snow accumulated.

    Schedule the Refreeze Check

Do not assume that a morning clearing guarantees acceptable conditions overnight.

Review the temperature trend and the property’s known cold spots.

Shaded walkways, ramps, curb transitions and areas receiving runoff deserve particular attention.

This is where safety-focused ice control and around-the-clock availability become valuable. The contractor may need to return for a targeted response rather than another full-property clearing.

WorkSafeBC notes that icy surfaces increase slip-and-fall risk. From an operational perspective, that makes post-storm inspection part of the event—not an optional extra after the “real” work is finished.

Forty-Eight Hours Later: Turn the Storm Into a Better Plan

Within a day or two, conduct a short debrief while the details are still fresh.

Do not ask only whether the contractor arrived.

Ask what the property taught you.

Did one entrance require repeated attention?

Was the planned snow-storage area too small?

Did parked cars block a priority zone?

    Did runoff reach a walkway?

    Was the opening-time sequence realistic?

Did the contractor communicate clearly when conditions changed?

Review photographs and service records. Update the site map if a recurring hazard appeared somewhere unexpected.

A strong winter plan becomes more accurate with every event.

That is the real value of the 48-hour framework.

    Before the storm, eliminate uncertainty.

During the storm, preserve critical access.

After the storm, watch for the conditions the first clearing can create.

Then capture what happened so the next response begins with better information.

Property managers cannot control the forecast.

They can control whether the property meets that forecast with a plan—or with a scramble.
